Taxes are always an issue and this rare Woodrow Wilson pin proves it. Congress passed a bill instituting a gradual income tax in 1913 but the bill exempted the president and federal judges. As you might expect, this didn't go over well with some voters. This 1 1/2-inch celluloid takes Woodrow Wilson to task and calls on him to pay just like everyone else.
