Eugene Foss was a Boston steel and real estate tycoon who served in Congress for a short while and as governor of Massachusetts. The back paper on this 1 3/4-inch celluloid has Whitehead and Hoag’s name as well as Foss quote about the tariff, only it is printed in reverse so you have to read it in a mirror. Excellent condition.
