Rule F3C at the 1980 Democratic Convention required delegates to vote for the candidate to whom they were pledged. Ted Kennedy supporters tried to get this rule changed so delegates could switch from Carter to Kennedy. This 3 1/2 inch celluloid was made to encourage voting down the "Robot Rule". Excellent condition.
