This is one of the very best of all Hoover-Curtis jugates. It’s an extremely rare 1 1/4 inch celluloid with a striking design. This pin most likely is from 1928, before the Great Crash. In 1928, Hoover was seen as a genius of sorts whose humanitarian work was world-famous. The design of this pin reflects that more optimistic time.
